Background
The Liberia National Malaria Control Program (NMCP), Catholic Relief Services (CRS), Plan International Liberia, and other partners, with support from the Global Fund (GF) and the United States President’s Malaria Initiative (US-PMI), will implement a national insecticide-treated net (ITN) mass campaign in 2024 targeting 5.2 million people with 3,093,479 Interceptor G2 (IG2) Dual active ingredient (dual AI) nets across 15 counties.
The 2024 overall goal for the mass ITN distribution campaign is to reduce malaria morbidity and mortality through achieving universal coverage with ITNs to prevent malaria in the general population. The hope is that at least 95% of households are registered and issued vouchers to redeem their ITNs; 95% of registered households redeem the correct number of ITNs in both rural and urban areas; 85% of the households that receive ITNs are hanging and using them and 95% of households in all communities (urban & rural) are aware of the campaign strategies with key details about distribution points and dates of campaign activities.
The Development Education Network-Liberia (DEN-L) was selected through a competitive process and has signed a contract with Plan International to support the mass distribution of the ITN within the nine (9) Health Districts of Bong County. Part of the funds under this contract is directed toward hiring qualified staff to serve as Warehouse Assistants and Warehouse/store securities for each of the nine warehouses/ storage facilities. DEN-L is therefore seeking applications from qualified persons to work in one of these positions (Warehouse Assistant or Warehouse Security) in the nine health districts.
Job Description/Term of Reference: Warehouse Assistant
The Warehouse Assistant shall perform the below-expected roles:
- Coordinate all 2024 ITNs Campaign logistical activities in the assigned district in close consultation with the County Campaign Logistical Officer and Assistant Campaign Manager;
- Ensure the District warehouse is properly secure during the entire period of this contract;
- Keep all warehouse information and make monthly reports to the County Logistical Officer and Assistant Campaign Manager;
- Collaborate with the County Logistic Officer and District Supervisor to ensure the warehouse, facility to be used as Distribution Points and community Distribution points have enough nets for the campaign and are secure during the period of the campaign;
- Attend respective training sessions organized by PLAN International/Ministry of Health /DEN-L about the campaign;
- Ensure the safety of DEN-L’s properties and the campaign materials entrusted in your care are well protected at all times; and
- Agreed to act in good faith and maintain high moral standards in discharging your duties.
- Engage in the ITN campaign logistics management by providing support to the assigned county
- Interact with partners, County Health, and District Teams ensuring the right services are provided at all levels of the supply chain in line with respective service contracts
- Ensure accountability and value for money for all services provided to DEN-L or Partners within the campaign logistics system.
- Ensure proper documentation and audit tracking for services and goods received and dispatched to beneficiaries by DEN-L or partners in the assigned county.
- In collaboration with DEN-L or partner Administrative Department, cultivate and maintain excellent relations with the Government of Liberia, especially the Ministry of Health/National Malaria Control Programme (NMCP) and the NMCP Logistics Officer
- Provide efficient and reliable supply chain management of DEN-L or partner equipment and supplies throughout the ITNs campaign.
- Management of supplies used by DEN-L partner or the Plan Global Fund Program ITNs campaign including receipt/clearance, transport, storage, and delivery.
- Organize dispatch of goods in support to the ITNs campaign with proper documentation and filling ensured.
- Perform other duties and participate in other, non-project, organizational activities and processes as and when required to do so.
Job Specification/Qualifications for Warehouse Assistant
Candidates applying for Warehouse Assistant Position must:
- Have good reading and communication skills;
- Be Reliable/ Trustworthy;
- Pay attention to duty;
- Have the ability to complete tasks;
- Be able to use a Smartphone (for Warehouse Assistant only);
- Be at least a high school graduate with the ability to work under pressure (for Warehouse Assistant only); and
- Previous experience in a similar position/campaign is an advantage.
Job Description/Term of Reference: Warehouse Security
The Warehouse Security shall perform the below-expected roles:
- Provide 24-hour security service for the 2024 ITNs stored at the district warehouse applying for and immediately report any unusual or suspicious incident(s) regarding the safekeeping of the Nets to DEN-L and the District Health Team for prompt redress.
- Work alongside the storage facility owner, the project Warehouse Assistants, and the District Health Officer (DHO) by providing support to ensure the 2024 ITNs are successful in your district.
- Ensure the Warehouse, facility to be used as distribution points and community distribution points have enough nets for the Campaign and are secured during the period of the Campaign.
- Support ITNs reconciliation, revise logistics aspects, and give monthly reports of activities carried out in the field to the campaign manager.
- Ensure the safety of DEN-L’s properties and the Campaign materials entrusted in your care are always protected.
- Perform other duties and participate in other, non-project, organizational activities and processes as and when required to do so.
Job Specification/Qualifications for Warehouse Security
Candidates applying for the Warehouse Security Position must:
- Have knowledge and experience in serving as a security;
- Be free of criminal records (note that DEN-L will do rigorous reference checks on all applicants);
- Have good reading and communication skills;
- Be Reliable/ Trustworthy;
- Pay attention to duty; and
- Submit one letter of recommendation from a reputable person in the district you are applying to serve.
